FIP002 - includes the FIP002 slashing exceptions in the Filecoin docs.

PR for FIPs 006 to 010.
FIP007 will not be included in Filecoin Docs because it deals with out of scope blockchain infrastructure.
FIP009 is intentionally temporary, so we will skip this in the Filecoin docs as well.
FIP010 is very robust, will be added to the PR soon.
