The 99th percentile Committee fetch time is too choppy even with ignore EC and explicit power in steady state

Observed in filecoin/56 passive testing network, where the 99th percentile of committee fetch time is too choppy considering:

• Ignore EC power is set to true
• explicit power is set for all participants (50% network size scale)

Actionables:

• Understand why.
• Timebox to no more than a day.

This will be resolved by filecoin-project/lotus#13097, whether through code (data structure traversal) improvements or a miner state cleanup.
