Compilation error, libiconv not found

Excuse me, why do I always encounter this error in compiling. Actually, I also have the libiconv file.

Steps to reproduce the behavior:
git clone https://github.com/filecoin-project/lotus.git
cd /lotus/
make clean all

I installed the required extensions——GO、RUST and "yum install -y https://dl.fedoraproject.org/pub/epel/epel-release-latest-7.noarch.rpm; sudo yum install -y git gcc bzr jq pkgconfig clang llvm mesa-libGL-devel opencl-headers ocl-icd ocl-icd-devel hwloc-devel" and other things I can think of.
Libiconv also exists locally——

But why still can't find libiconv？
