The lotus network version and actor version show 0 in calibnet

lotus state actor-cids show the network version is 0,but add tag --network-version 17,the actor-cid is right

It seems like your builtin-actors did not get properly updated when you upgraded. Make sure to run git submodule update and make clean after pulling in the newest changes when upgrading in place.
