Add F3's status to lotus-miner event logs #13214

Done Criteria
Lotus miner's "event log" has clear entries about F3's status so it is quickly self-service for an SP to determine their minerId's F3 participation status.
Why Important
So SPs can quickly answer for themselves or others whether they're still actively participating in F3. This has come up in operational events like #13208
