Account for FIP-0077

[BigLep]

FIP-0077 requires changes in Lotus. This tracks that work.

This is needed before the Lotus v1.34.0 RC can be cut because Lotus' CI will fail when a new actors bundle bubbles up. As a result, it needs to be actioned on ASAP to avoid delaying the nv27 release train.
