Feature: Automatically add appropriate title to issues and PRs

Based on the text/contents, the bot should automatically give issues and PRs without an appropriate title a better one.
e.g. if the issue's name was `Bug: `, it wouldn't be considered appropriate and the bot would analyse the issue's contents and write a new title.
Same goes for if the title was missing a type, e.g. Code Quality:, Feature:, Fix:, Bug:, GitHub:, NuGet:, etc.
