Bug: Open OneDrive Business Folders Properly from Taskbar Icon

Description

I have observed that when I set up the column layout and click on the icon of my personal OneDrive in the taskbar, it correctly launches to the root of my personal OneDrive. However, the same action for my OneDrive for Business doesn't behave as expected. It opens from the "Windows" folder. I would also like to point out that when I open a OneDrive for Business folder from the taskbar while Files is open, this bug doesn't occur.

Steps To Reproduce

1. Switch to column layout
2. Double-click on the OneDrive bsiness icon in the taskbar

@hishitetsu shouldn't this be covered with #12337?

I can reproduce it. This occurs when Files is the default file manager and you try to open a folder from the OneDrive Business icon on the system tray.
The issue doesn't occur when Files app is already running or OneDrive Business is accessed from the sidebar.

@hishitetsu can you try placing a breakpoint on line 105 in ColumnsLayoutPage.xaml.cs? It's possible the argument that's passed on startup doesn't have the same format.

I know the cause of the issue. The cloud drive list is not initialized yet at launch, so it can't detect the root of the cloud drive and uses the root of the local drive.

I initially thought that was the case, but why would regular OneDrive not have this issue?

That is because the initialization is in progress, regular OneDrive has been initialized but OneDrive business has not.
If you enable OneDrive business only, the issue will not occur.
