Bug: What's new dialogs WebView process is always running after opening

Description

When closing the dialog the process stays open and every time you click it again it makes a new one

Steps To Reproduce

1. Open Task manager
2. Look for and expand Files
3. Open what's dialog
4. Close what's new dialog
5. See Task manager showing WebView processes
