Bug: Unable to install files.

Description

The Files classic installer is unable to install the app.
App install error message:
App installation failed with error message: Appinstaller operation failed with error code 0x801901F4. Detail: Internal server error (500). (0x801901f4)
when running from the command line, as advised in #16841, error message:
Add-AppxPackage: Deployment failed with HRESULT: 0x801901F4, Internal server error (500).

NOTE: For additional information, look for [ActivityId] ... in the Event Log or use the command line Get-AppPackageLog -ActivityID ...

Steps To Reproduce

1. download the files app installer (either from GitHub, or the official website)
2. run it.
3. see error message

You should be able to install Files using the files from #5176

It appears that the appinstaller file is working again.
