Bug: Report proper status when trying to copy/paste deleted item

Description

Status center sometimes shows operations are completed when they failed or partially did the task (select 10 item it only copied 2 of them haven't been able to reproduce that), I believe it related to the below error type but can't confirm it when the partial copy happened.

Steps To Reproduce

1. Copy a file
2. Deleted copied file
3. Paste
4. Status center shows as completed when it can't be done

I made sure the status center was cleared before starting it but it doesn't show

Thanks! I can repro this issue in both stable and preview builds. The expected behavior is to display an error in the Status Center.
