Launching with --url doesn't work if already open

Description

When When launching a web app that is already opened is set to Focus existing window, launching with --url doesn't work.

Steps to Reproduce

1. Set When launching a web app that is already opened to Focus existing window
2. Launch the app with --url param
3. Window get focused, but the url doesn't open.

Environment

• Operating system: Arch Linux
• System architecture: x86-64
• Desktop environment: Xfce
• Installation method: Arch
• PWAsForFirefox extension version: 2.17.2
• PWAsForFirefox native version: 2.17.2
• PWAsForFirefox runtime version: 2.17.2
• Firefox version: 145.0

This is slightly harder to fix than I initially thought. When an app with custom URL that is not already opened is launched, where should that URL be opened? There could again be the same three options for launching (new window, new tab, replace tab), but I don't know yet how to design and implement this so it's not confusing with having two preferences doing basically the same thing.

I think this should follow When opening a link that should normally open in a new window or tab, with some edge case handling

• With saved session, it should open in new tab if there was an open tab in last session.
• If session is not saved, it should replace default tab.
