📆 [content] big update to Terms and Conditions section (#58)
* 📆 [content] fix dates for Terms and Conditions * hugo upgrade 0.150.1 * move old stuff into OldTerms * v4: better title and description * mv v4 into OldTerms * major rewrite of core terms and update from opensrs/tucows for their part * reran hugo * clearer titles for T and C files * remove duplicate 5.07.6 * fixes for markdownlint
