[REQUEST] implement configuration file

**Describe the solution you'd like**

* yaml file used to set defaults/aliases
* should be an easy way to "sync"/backup config file to s3 or maybe parameter store

**Considerations**

* will loading this each execution cause slowness? would be better to "cache" the file.
