Remove references and scripts requiring Boost

Since the Object Storage Server is now using YMQ, we don't use Boost as a dependency anymore.

We should remove all references to Boost in:

• CMake files and build scripts (especially library_tool.{sh,ps1});
• README and documentation;
• CI Github actions;
• Container files.
