This feature intends to migration of Waltz for its new dependencies.

for java : from 1.8 to 17
for jooq : from 3.13.2 to 3.18.29
for sparx : from 2.9.1 to 2.9.4 (from com.sparkjava to io.github.sparkjavateam)
