[Infra] Improve datastore support (#7277)

Bump the dependency to version 1.1.7 to include the mitigation
introduced in

https://developer.android.com/jetpack/androidx/releases/datastore#1.1.5

Additionally, a corruption handler has been added to the
`JavaDataStorage` class.

Include `firebase-sessions` changelog entry so it's released.
