Support both GTMSessionFetcher 3.x and 4.x

Description

GTMSessionFetcher did a major version update to move its minimum iOS version to 13. That will be non-breaking for its Firebase dependencies

Update both CocoaPods and SPM to accept both 3.x and 4.x versions
