[firebase_database: android] Why the minSdkVersion is 21 now? #7524

It seems that for the plugin firebase_database, the min SDK version is updated to 21.
https://github.com/FirebaseExtended/flutterfire/blob/59d918a7e71c4de7d3435dd47acdeabc97294e1d/packages/firebase_database/firebase_database/android/build.gradle#L41

But this is not mentioned in the changelog.
I think it can be 19.

This is resolved in version firebase_database: 9.0.3. Now the min SDK is 19.
