add constant constructor to DefaultFirebaseOptions

use case

adding a const constructor to DefaultFirebaseOptions ensure than
if used as a parameter a class constructor
this will still be able to be instantiate as constant

example

class DefaultFirebaseOptions {
  const DefaultFirebaseOptions();
