Example config:

[snapshots]
incremental_snapshots = true
[snapshots.sources]
servers = []
[snapshots.sources.gossip]
allow_any = false

If there is no incremental snapshot on the file system, the pipeline will deadlock / infinite hang with this config after loading the full snapshot
