Trigger workflow of python packaging by Release

Currently Release triggers the following workflows:

• Release
• Upload Python Package

However, Upload Python Package requires binaries built in Release, and it always fails once the job, requiring a manual re-run. In the worst case, the job remains in a failed status, and python package is not available.

The workflow should be Release -> Upload Python Package

Some investigation:

1. define workflow_run in Upload Python Package yaml file
   workflow_run can make Upload Python Package starts to run after release is finished

Problem:

no way to get the tag
github.ref_name and github.event.release.tag_name are both empty

2. use repository dispatch

after Release is finished, this pipeline will trigger a webhook event and send ion_kit_version to Upload Python Package workflow, so that Upload Python Package would know the current ion-kit version

Problem

it will only triggers on main branch. since

Therefore the easiest way is to make Upload Python Package sleep for TIMEOUT period to wait the release is finished. It not elegant but at least functional.
