GNU Fortran semantics for this flag is that it would only flag implicit declarations if there is no "implicit type" statements in scope. Do you think that distinction is necessary or should it flag all implicit declarations?

I can assume that the intention of those who introduced use of this flag in their makefiles is that the compiler follows gfortran behaviour.
