consider adding tools for vendoring packages for projects built with `vcpkg`

Yep! currently poking around to see how things work and actually evaluate whether this is something thats needed. It looks like each of the "ports" within the vcpkg repo (which is literally a git repo) are like this: https://github.com/microsoft/vcpkg/blob/ddaffbe0a46c9e86fc4b88332771a18fc2de191d/ports/grpc/portfile.cmake where it just specifies the git SHA of the project, patches to apply, and cmake configuration to include, so i might try doing one manually to see if that works/if automation is viable
