Provide 'Show Missing' functionality outside of Visual Studio

Can we move this to be a NuGet/MSBuild process that can run on a build server?

We would love to be able to include this in our TeamCity build process as a build runner step (plugin) or even just a basic command line and fail the build if there are any files missing or missing from project.

I would love to add this to my Pull Request build in VSTS, please add this functionality. Command Line/Powershell would work fine, but would be better(for my team) if it was built into a Custom Build Step.
