Dogfood: Fix for copy/paste SAML metadata from IdP

We think it resolves the problem outlines in this feature request:

• Copy/paste SAML metadata from IdP w/o manipulation #26614

This dogfooding issue tracks verifying if Kathy's change addressed the problem.
