How to build desktop app to type file like .deb .appimage .rpm .snap

is there any way to build a desktop app .for example linux . it to the deb file rpm snap appimage . like in electrons. and is there a native driver like in electron for . get battery status. location tracks . and desktop notifications. and others . and for windows builds can you build it to .msi so that the display during installation looks like windows as it should.
