I created a virtual machine, and the same error still appeared. I can ensure that I can directly download this file in the browser

This is GitHub Action workflow I configured to test flet build on Windows. It's literally runs on a clean VM every time: https://github.com/FeodorFitsner/flet-extension-build/actions/runs/18796896867/job/53638178570 - you can see that it's being able to download all dependencies.
