TIP #508: New subcommand [array default]

I've just published TIP #508 on the TIP archive:

I hope this TIP addresses the eponymous bounty. At present I can't post to the Tcl-Core list because of a spam filtering issue with my ISP, I'll try to find a workaround in the meantime (e.g. posting from another email provider).
