"Save to URL" very long with default values

"Save to URL" creates an extremely long URL with every option, including the defaults. It would make sense for "Save to URL" to generate the same URL as the "qr_code" option. I would like to use this feature to send a design to my laser-connected PC, but I don't like that the values I've modified are mixed in with a bunch of defaults.

Yeah. This was introduced before the short urls. I still kept it this way as I thought this would be the more robust way to save the settings as they survive the change in defaults. Otoh they run into trouble if some obscure settings get dropped or renamed. So I think changing to the minimal set of option is the right thing to do.

Needs a bit of extra work as this currently is basically a NOP.
