Upgrade third party libs: SQLite and c-ares

Describe the bug
SQLite (v3.45.2) and c-ares (v1.34.4) used by Fluent bit contain multiple CVEs that were fixed in recent versions: SQLite v3.50.3 and c-ares v1.34.6

Could you please update SQLlite version to https://github.com/sqlite/sqlite/releases/tag/version-3.49.1 which contains a fix as mentioned in sqlite/sqlite@63725a467f ?

@edsiper I think this can be resolved by #11309 which looks to be in 4.2.2 now
