java_sql_timestamp Documentation PR has not been merged for a released feature on 1.8.13

A week ago, FluentBit 1.8.13 got released.

Together with it, #4822 ( 1.8: pack: added java_sql_timestamp, a format string used by amazon athena ).

The documentation for it, though, has not been merged: fluent/fluent-bit-docs#708
Hence users can't see the new feature.
