Update the Dart Analysis Server tests to execute successfully across additional operating systems as well as all supported Dart SDK versions

The DAS tests should be updated, fixed or removed to successfully run on presubmits, the tests under ./gradlew :test --tests "com.jetbrains.dart.analysisServer.*" against Mac, Windows and Linux, as well as all currently supported Dart SDK versions, 3.0.0. through to the latests dev releases.
