### Steps to reproduce

1. Run the attached reproduction app.
2. Click "Push Allowed" to navigate to /allowed. (Stack: ['/', '/allowed']).
3. Perform a System Back Gesture (swipe back) OR click the AppBar Back Button.
4. The app returns to / (Home).
5. Click "Go to Blocked".
6. onEnter intercepts the navigation to /blocked and returns Block.stop().
7. The app mistakingly pushes Allowed and causes stack errors

### Expected results

The app should stay on the home page when clicked "Go to Blocked"

The app mistakingly pushes Allowed Page and causes stack errors
