[Android, iOS] Update arcigs library version

Esir/Arcgis has released a new version of the android and iOS Sdk that we can use. It includes performance improvemnt and bug fixes.

Since this is a major version update we might have to refactore some code.

We should also look into integrating SPM so use the new arcgis iOS sdk that is only available as SPM framework.
