BDP not applied correctly from `aperturectl`

I still see an issue where blueprints from aperutrectl is not being applied correctly despite seeing success…. we are still running the old version of some policies somehow… need to figure out where are we losing the reliability

e.g. check review-trial-fph policy… i accidentally moved from coderabbit-prod to aperture-prod agent group to aperture-cloud group.. the last update did not get applied for some reason

i fixed by reapplying it for now but would be good to check
