workflow: Add vendor release workflow

This commit introduces a new GitHub Actions workflow for publishing vendor releases. It includes steps for checking out the repository, setting up Python, installing necessary packages, and executing the release script.

Additionally, it publishes the firmware to the specified GitHub Pages repository.
