boards: Add SD_VERSION to board.mk for FoBE Mesh Tracker C1 and Quill nRF52840 Mesh

This change adds the SD_VERSION variable to the board.mk files for both the FoBE Mesh Tracker C1 and Quill nRF52840 Mesh configurations to ensure compatibility with the specified SoftDevice version.
