When creating a new issue, the author can assign a label. This means that the labels on issues in the list reflect the opinion of the author of each issue.
Wouldn't it be clearer if authors could not specify labels?
This would make the list clearer and ensure that no labels are changed retrospectively. The visible labels would then always correspond to the program author's opinion on the respective issue.
