Lighthouse URL limits counted as two for a URL with both mobile and desktop #18

Summary
We enforce URL limits on our Lighthouse service on free and premium services as defined in the pricing section.
Although running Lighthouse on both mobile and desktop for one URL require two runs, it's technically only one URL and should be counted so against the limit. Also, if a user has a combo plan, Web Vitals collects both mobile and desktop without additional work, so detracting from that limit isn't really fair since combo plans share URL limits.
