windows can not deploy folder with "/"

I can not deploy ReportFolder/DashBoard with "/" on windows , but work on linux or macos.
It works well on linux/macos without "/".

I can deploy nested report folders using a manifest that has folder entries with a trailing slash successfully with the latest CLI and plugins. The trailing slashes must be supported and used this way based on how the metadata API works for InFolder types. It was a deliberate change to fix several bugs. Undoing that change would cause regressions.
