Deploy/Push commands do not use sf cli, why?

I've noticed that deploy source to org commands appear to use the https://github.com/forcedotcom/source-deploy-retrieve library directly instead of executing commands with the underlying sf cli.

What is the reason for this?

I am trying to create a sf cli plugin, but none of the oclif hooks are running because the deploy isn't even use the cli.
