Test class really helpful or effective?

In order to push the apex code to prod even after doing real functionality testing and passed by business UAT
While pushing prod is looking for test class to satisfy and deploy
Are we really doing test class which is appropriate ? Not really we are forced to wrote test class which is not at all useful for validation or real purpose
We are just mocking for deployment purpose only
Better Salesforce.con can remove this test class validation push to prod
Any suggestions ? Appreciate
