Missing libstdc++-6.dll file and 0xc000007b

When starting up the game it displays a pop up error about a missing file titled libstdc++-6.dll.

when acquiring the dll file manually there is a new pop up error 0xc000007b

Same, thought the issue came from not having the Sonic 1 ROM in the directory, but no I added and renamed it as asked and I still got this error

One solution is to static link those libraries on compilation so that people do not need to download the standard C runtime dlls themselves. I'm not sure where this dependency is coming from in the codebase because I'm not familiar with how its built, but I suspect something from the Rust side of things is bringing in this weird dependency.

Basically everyone's going to have this issue if they do not have MingW installed on their Windows install.

I think passing in -static-libstdc++ in build_game.cmd could fix this, but may balloon the size of the exe since it'll be including the C/C++ Runtime in the exe.
