chore(deps): bump @tootallnate/once and ls-engines

Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [ls-engines](https://github.com/ljharb/ls-engines). These dependencies need to be updated together.
