Missing WEVT and WLFC implementations

The encoding for WEVT and WLFC is present, but the semantic functions aren't neither for 64 bit nor 32 bit architectures

As per the comments in PR #165, WLFC should be revisited when SMP is live.
This issue will remain open until then.
