Add voter system for handling conflicting or uncertain memories

The fossil_jellyfish_voter module would act like an internal tribunal. When multiple memories conflict or present uncertainty, the voter subsystem could assign weight to each based on confidence, source, and frequency, then resolve the conflict through a weighted “vote.” This gives Jellyfish an internally democratic way to manage ambiguity and avoid logic paralysis.
