chore: handle `Vyper` non-support for `prague`

In Foundry we currently do some special handling for Vyper as no `prague` compatible version has been released yet.

Either we should upstream `normalize_evm_version_vyper` or move this normalization step into `foundry-compilers` where this implementation detail fits better
