feat(Vm): add new cheatcodes

Includes:
- `getArtifactPathBy{,Deployed}Code`
- `parseTomlType`
- `expect{,Partial}Revert(..., address)`
- `skip(bool, string)`
- `random{Bool,Bytes,Int}`

I've also split the `interfaceId` test into two so that you can get both
values to update at once.
