Switch to TypeScript #26
Description
After implementing the RPC caching functionality, the internal logic of this GitHub Action has become reasonably complex, so we might want to consider refactoring this repo to use TypeScript instead of JavaScript.
There are many examples of popular GitHub Actions that use TypeScript, e.g. GitHub's actions/cache.
